Functions

The General Directorate of Treasury and Public Accounting (DGTCP) is responsible for:

  • define the policy and ensure the administrative and accounting management of the State treasury;
  • to execute and control the operations of State budgets, National Public Establishments (EPNs), Territorial Communities and any other public body whose financial and accounting management is the responsibility of a public accountant;
  • to ensure the custody and handling of public funds;
  • to ensure a better allocation of resources and ensure the regulation of treasury in the framework of the Treasury Single Account;
  • to ensure the administrative, financial and accounting management of the public debt;
  • to conduct financial relations with the outside world;
  • develop and enforce public accounting regulations;
  • to ensure the maintenance of the accounts of the State, EPN, Territorial Communities and any other public body whose financial and economic management is under the responsibility of a public accountant;
  • develop and enforce regulations for Decentralized Financial Systems (DFS);
  • to collect public savings;
  • develop and enforce the regulation of credit, insurance and stock exchange agencies in liaison with the Central Bank of West African States (BCEAO) and the Monetary Union Banking Commission West African;
  • to define the monetary and banking policy in liaison with the BCEAO;
  • to ensure the closure of the liquidation operations of public and parapublic bodies;
  • to supervise companies under supervision
